Families experiencing homelessness: access, housing matching, and motel check-out practices Item 15

HomelessnessChildren and families

A motion by Janice Hahn (Supervisor, Fourth District) and Holly Mitchell (Supervisor, Second District; Chair Pro Tem) asking the homeless services department and partners to review how families get referred to and qualify for help. That covers doubled-up, unsheltered, and multigenerational families, and parents whose children stay with relatives. It also asks whether small families can be matched to available smaller units to cut time in interim housing. As revised, County Counsel will give a confidential legal analysis of motel voucher practices that force families to check out, move rooms, or re-register to avoid establishing tenancy rights. The department must report within 60 days on changes to reduce needless displacement (supplemental agenda). Solis had left the dais, and Holly Mitchell (Supervisor, Second District; Chair Pro Tem) chaired.

  • Janice Hahn (Supervisor, Fourth District) moved, Holly Mitchell (Supervisor, Second District; Chair Pro Tem) seconded, approval of item 15 as revised. Result: passed, 4-0.
